Bangkok (ANTARA News/Reuters) - Thailand`s Public Health Minister resigned on Tuesday after being implicated in a corruption scandal over a health care scheme funded under the government`s $43 billion economic stimulus package.

It was the third ministerial resignation since the government took office a year ago and the latest setback for Prime Minister Abhisit Vejjajiva, who is facing mounting pressure to dissolve parliament and call an election.

The departure of Witthaya Kaewparadai, a member of the ruling Democrat Party, may also lead to a cabinet reshuffle, which could further destabilise an uneasy military-backed coalition dogged by disunity and internal power struggles.

Witthaya stepped down after an investigation found he was negligent in his handling of a three-year, 86 billion baht ($2.57 billion) procurement project.

"I want to show responsibility to the public," Witthaya said in announcing his decision.

The panel recommended that Witthaya and his deputy, Manit Nopamornbodi, be disciplined for backing ministry plans to build facilities and buy medical equipment deemed unnecessary and grossly overpriced by local health officials.

The committee said nine unelected officials were also involved in the scandal involving the stimulus programme, implemented to speed up economic revival but also seen as a populist move to boost the government`s popularity.

Abhisit is expected to forward the findings to the National Anti-Corruption Commission for further action.

The opposition Puea Thai party, which backs exiled ex-premier Thaksin Shinawatra, intends to raise the issue during a censure debate early next year planned to coincide with anti-government rallies by the billionaire`s "red shirt" supporters.

Burma has agreed to repatriate 9,000 Rohingya Muslims from Bangladesh, the Bangladeshi government has said.

Foreign Secretary Mohamed Mijarul Quayes made the announcement in Dhaka after meeting his Burmese counterpart, who is on a two-day official visit.

The bilateral is also expected to cover trade deals and maritime boundaries.

Human rights groups say Rohingya Muslims have fled religious persecution in Burma and do not want to return to their home country.

Many refugees lack adequate food and sanitation

Many are said to have nowhere to live and suffer "dire conditions".

Burma has assured Bangladesh it will begin the process of repatriation "as soon as possible", Mr Quayes said, after meeting Maung Myint, Burma's foreign minister.

He said Bangladesh had handed over a list of 28,000 Rohingyas to Burma, which had accepted that 9,000 people on the list were its citizens.

Dhaka says there are nearly 30,000 Rohingyas in two official camps in south-eastern Bangladesh, and another 300,000 living illegally elsewhere.

Correspondents say Tuesday's announcement offers a partial solution to a problem that dates back 30 years.

Rohingyas began fleeing Burma in the late 1970s, although the biggest influx was in 1992 when an estimated 250,000 fled to Bangladesh.

Human rights groups say the Burmese junta discriminates against the Rohingyas' Islamic faith, depriving them of free movement, education and employment.

Earlier this year Rohingya refugees tried to escape Burma to other Asian countries, including Thailand, Malaysia and Indonesia.

Tanjungpinang (ANTARA News) - Tanjungpinang`s immigration office repatriated a total of 81 foreign convicts who had served their prison terms in the January-November period in 2009, a spokesman said.

Most of the repatriated foreigners were from Vietnam and Thailand and had been convicted for illegal fishing in waters near Natuna and Tambelan sub-district in Bintan district, Tanjungpinang immigration office chief Pranata said here Monday.

The repatriates included a Singaporean who was arrested for committing immoral acts in Tanjungpinang.

"In 2008 we deported some 41 foreigners," he said.

Pranata said the Tanjungpinang immigration office was planning to repatriate 15 Vietnamese on Wednesday (Dec 30). They had completed their prison terms for committing illegal fishing in Tambelan waters.

"The foreigners who were arrested in Tanjungpinang and will be repatriated to numbers 26," he said.

Pranata urged the public to report any foreigner who breached the immigration law to his office.

"We will arrest and prosecute every foreign citizen who does not have complete citizenship documents," he said.

Jakarta (ANTARA News) - The ASEAN Agreement on Disaster Management and Emergency Response (AADMER) entered into force on Thursday after being ratified by all of ASEAN`s 10 member countries.

AADMER is the region`s response to the need to establish a regional disaster management framework. It contains provisions on disaster risk identification, monitoring and early warning, prevention and mitigation, preparedness and response, rehabilitation, technical cooperation and research, mechanisms for coordination, and simplified customs and immigration procedures.

In welcoming the occasion, ASEAN Secretary-General Surin Pitsuwan said, "AADMER is one of the fastest-negotiated agreements in ASEAN`s history, having gone through a mere four months of negotiations."

He added that the entry into force of AADMER was a remarkable step forward for ASEAN in its efforts in responding to disasters happening in the region and in reducing disaster risks more effectively.

AADMER also provides for the establishment of an ASEAN Coordinating Center for Humanitarian Assistance on disaster management (AHA Center) to undertake operational coordination of activities under the agreement. It is also ASEAN`s affirmation of its commitment to the Hyogo Framework for Action (HFA).

AADMER was signed by the ASEAN foreign ministers in July 2005. Since then, ASEAN has put in place measures to implement many provisions under the agreement.

Under the purview of a specialised ASEAN body called the ASEAN Committee on Disaster Management (ACDM), standard operating procedure, training and capacity building, disaster information sharing and communication network, rapid assessment team, have been set up or put into practice.

Surin, who was appointed ASEAN`s Humanitarian Assistance Coordinator by the ASEAN Leaders during the 14th ASEAN Summit, further encouraged ASEAN`s friends and partners to extend their assistance and cooperation to the implementation of AADMER.

He added that "such support will certainly add to our collective efforts in building a disaster-resilient ASEAN Community by 2015."

In anticipation of AADMER`s entry into force, ASEAN had initiated the development of a Work Programme covering the period of 2010-2015 to operationalise AADMER and translate its spirit and goals into concrete terms.

The Work Programme will be adopted by all ASEAN Member States in early March 2010.

The Hyogo Framework for Action (HFA) 2005-2015: Building the Resilience of Nations and Communities to Disasters is noted in the AADMER as the agreed framework for disaster risk reduction.

Russia has signed a contract to deliver 20 MiG-29 fighter planes to Burma, Russian media reports say.

The contract is worth 400m euros (£356m; $570m), sources close to the Russian arms firm Rosoboronexport say.

Many countries in the West have imposed sanctions against Burma, in response to its poor human rights record.

But the country's military rulers still receive many goods, including arms, from its neighbours China and India, as well as Russia.

The Kommersant newspaper said Russia had already given 12 MiGs to Burma in 2001.

In the 1990s, Burma bought Chinese military aircraft to the value of about $2bn, a source at Rosoboronexport told the Vedomosti business daily.

Ethnic Uighur asylum-seekers forcibly repatriated over the weekend had warned the U.N. refugee agency they feared long jail terms or even the death penalty if they were sent back to China, according to statements seen by The Associated Press.

The 20 Uighur Muslims had fled to Cambodia in search of asylum after witnessing and documenting violent ethnic riots in the restive western Chinese region of Xinjiang this summer that left nearly 200 dead. They were put on a plane from Phnom Penh to Beijing on Saturday under heavy pressure from China, despite strong protests from the U.S. and the United Nations.

China has called the Uighurs suspected criminals, and on Monday defended the forced returns, saying it was in line with immigration law.

"The Chinese side received the above-mentioned people according to usual practice," Foreign Ministry spokeswoman Jiang Yu said in a faxed statement. Jiang refused to say where the Uighurs are being held and whether they had been charged with any crime.

Cambodia said it expelled the Uighurs because they had illegally entered the country. It has since been publicly censured by the U.S., which warned the deportations could hurt their bilateral relations.

But it may have helped cement Cambodia's ties with China, a key ally and major donor to the impoverished Southeast Asian nation. On Monday, China signed over $1.2 billion in aid to Cambodia during a visit there by Vice President Xi Jinping. The assistance, including 14 agreements for grants and loans, ranges from help in building roads to repairing Buddhist temples.

Several of the Uighurs had told the U.N. High Commissioner for Refugees, or UNHCR, in Cambodia, that they feared lengthy imprisonment or even the death penalty if they were returned to China because they had been involved in the summer's ethnic unrest.

Their written statements, which had been provided to the U.N. to support their asylum applications, were obtained independently by The AP Monday. Their names are not being published for fear of retaliation by the government. The statements describe the bloodshed that broke out after security forces cracked down on protesting Uighurs. The unrest, in which Uighurs also clashed with ethnic Han Chinese residents, was widely regarded as the worst ethnic violence in the region for decades.

One man, a 29-year-old from Kashgar, said he had taken photos and videos of the chaos on July 5 in the Xinjiang capital of Urumqi. He told of watching and filming from a roof at night as military police clashed with and shot at protesters, and Uighurs fought back with rocks. He said he saw bloodied bodies in the streets.

"I felt like I was in a battlefield. Looking down at the streets full of Uighur bodies, I thought that I was going to die," he said in his statement.

Four days later, he met a foreign reporter on the streets and agreed to turn over the photographs and video footage.

"If I am returned to China, I am sure that I will be sentenced to life imprisonment or the death penalty for my involvement in the Urumqi riots," he said in his statement.

Another 29-year-old witness, from Aksu, who had sold cell phones for a living, said he had joined some 300 protesters in the main square before hundreds of police arrived and began beating them.

"I heard shots fired and became very scared ... The next morning, I went into the street after praying. I saw blood on the streets," he said in his statement.

A third man, a 27-year-old teacher from Aksu, said that before the summer unrest he had been pressed to act as an informant by state security officials who wanted to know if his students were anti-Chinese. They asked him to monitor Uighur communist Web sites. He spent more than a year being tortured and beaten in a re-education camp.

"I can tell the world what is happening to Uighur people and the Chinese authorities do not want this. If returned, I am certain I would be sent to prison," he wrote in his statement.

The group of Uighurs had made the journey from China's far west through to Vietnam and then Cambodia with the help of a network of missionary groups. Two Uighurs fled before the group was forced to return on a special plane sent to Phnom Penh on Saturday.

The European Union said Monday it was "deeply concerned" about Cambodia's decision to return the group of Uighurs to China and urged Beijing to respect the rights of the returnees.

"The (Cambodian) government's action shows a worrying disregard for Cambodia's obligations under international law, as well as for specific undertakings given to UNHCR in this case," said a statement from the EU's Swedish presidency.

Earlier, the United States voiced similar concerns, while human rights groups say they fear the Uighurs will be harshly persecuted.

Overseas Uighur groups say Uighurs in China have been rounded up in mass detentions since the summer's violence. China has handed down at least 17 death sentences over the rioting.

ASEAN charter`s first anniversary observed in Jakarta

Jakarta (ANTARA News) - The ASEAN Secretariat here on Tuesday observed the first anniversary of the ASEAN Charter which was adopted at a special ASEAN foreign ministers meeting in Jakarta on December 15, 2008.

The Charter which aims to transform ASEAN from a loose association of states to a more integrated and rules-based organization, has many ground-breaking institutional arrangements and inspirational goals in its provisions.

"We are now in high gear placing all the elements of the ASEAN Charter into place," said ASEAN Secretary-General Surin Pitsuwan, according to press statement from the ASEAN Secretariat, Tuesday.

On the first anniversary of the Charter`s entering into force, a new Jakarta-based Committee of Permanent Representatives (CPR) to ASEAN institution was established under the charter.

Consisting of full-time permanent representatives from the ASEAN member States, the CPR will coordinate on a broad range of issues and with all relevant stakeholders.

The first year of the implementation of the Charter also saw the ASEAN Summit as the supreme policy-making body in ASEAN.

There has also been a flurry of non-ASEAN member states and inter-governmental organization appointing and accrediting their ambassadors to ASEAN. In fact, some 27 non-ASEAN ambassadors have been accredited to ASEAN.

Another ASEAN initiative was the launch of the ASEAN Intergovernmental Commission on Human Rights (AICHR) by the ASEAN leaders at the 15th ASEAN Summit in Thailand in October 2009.

The AICHR`s work will begin with education and the promotion of human rights and gradually take up the more challenging task of protection, as mandated by the ASEAN Charter. The Agreement on ASEAN Privileges and Immunities was also adopted earlier.

This agreement provide ASEAN with a legal personality and the necessary privileges and immunities for all those performing official work in the region for the first time.

In tune with the purposes of ASEAN, which includes the creation of a single market and production base, there has been considerable progress in the building of the ASEAN Economic Community.

The ASEAN Free Trade Area (AFTA) is near completion, with tariffs for the six older ASEAN Member States almost zero by January 2010.

One of the aspirations of the Charter is for ASEAN to become a more people-oriented organization, with the Charter recognizing the important roles which parliamentarians, the business community, civil society organizations, youth and students play in the life of the ASEAN Community, dialogue and engagement between the region`s political leaders and these stakeholders have been institutionalized.

About the chairmanship handing over from Thailand to Vietnam, the ASEAN Secretary General, Dr Surin said that many efforts has been achieved in the past year, though much more is to be done in 2010.

"Vietnam will take over the ASEAN Chairmanship from Thailand on 1 January 2010 and a high-level ASEAN Secretariat delegation will soon be heading to Ha Noi to discuss with senior Vietnamese officials on priorities under their chairmanship," Surin added.

The 25th Southeast Asian Games expressing themes of generosity, amity, health and lifestyle, officially opened its 10-day competition in Vientiane on Wednesday.

Laos President Choummaly Sayasone launched the Games at the opening ceremony at the National Stadium, attended by around 25,000 people, Antara news agency reported.

Some of the 25 sports being contested had already begun competition as early as Dec. 2, including soccer in which the Laotian team stunned Indonesia 2-0 during their Group B match.

As many as 2,500 athletes from 11 nations in the Southeast Asian region are competing for a total of 379 gold medals.

The participating countries are Brunei Darussalam, Cambodia, Indonesia, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor Leste, Vietnam and host nation Laos.

Thailand will be looking to defend its gold-medal tally crown with the largest contingent, comprising 550 athletes and 292 officials.

Laos deployed the second largest with 482 athletes and 261 officials, followed by Vietnam (442 athletes and 229 officials).

Indonesia, which dominated the event from 1977 to 1997, and has now been reduced to a contender status in the region, is competing with 333 athletes and 132 officials, fifth behind the 578-strong Malaysian contingent.

Indonesia will be content with improving its rank from fourth place in 2007 to third.

"Beating Thailand and Vietnam is not realistic, Thailand can claim 120 gold medals and Vietnam 66," Indonesian contingent deputy chief Djoko Pramono said.

"Indonesia is predicted to bring home between 40 and 58 gold medals," Djoko said at the squad"s headquarters in Vientiane.

He was speaking to State Sports and Youth Affairs Minister Andi Alfian Mallarangeng, who was in

the city to attend the opening ceremony.

The venues are scattered around the city, including the National Sports Complex, the National University, the LAO ITECC, the Chao Anouvong Stadium and Gymnasium, the Beung Kha Ngong Sports Complex, the Donchan and Palace Hotel.

While Indonesia can only look forward to a third-place position, Thailand looks poised for another dominating run in the games.

They bagged a total of 182 gold medals, well ahead of runner-up Malaysia with 68 and Vietnam with 64 gold medals, when they hosted the event in 2007.

The opening ceremony on Wednesday began with performances of Laotian traditional dances and songs followed by a parade by the 11 participating nations.

The ceremony peaked with the lighting of the cauldron which will stay lit until Dec. 18. A 15-minute pyrotechnic display and another round of stage performances highlighted the closing part of the ceremony.

No Indonesian TV channel is broadcasting the Games because of their refusal to pay for the broadcasting rights. Media attendance was also restricted with a quota of six representatives from each country.

On Wednesday, seven gold medals were at stake, two of which were bagged by Myanmar from the women's hoop sepak takraw and the poomsae tae kwon do women's individual events.

Vietnam won another two, both from the poomsae tae kwon do: the mixed pair and the men's team events. Thailand and Laos took one each from sepak takraw's men's hoop and the women's hoop respectively.

A total of 27 gold medals will be up for grabs on Thursday, including two in table tennis, two in mountain biking, six in tae kwon do, one in billiards and snooker, four in karate, six in shooting and six in swimming.

Delegates attending the Asian Parliamentary Assembly (APA) in Bandung, West Java, celebrated Wednesday the UN"s International Anti-Corruption Day.

Delegates agreed to three pillars against corruption: accountability, transparency andparticipation.

All countries attending the assembly have ratified the 2003 United Nations Convention Against Corruption.

The APA president, who is also the Indonesian House of Representatives speaker, Marzuki Alie, said the country"s willingness to ratify the convention showed its commitment to fighting corruption.

During the session, the delegates issued a joint declaration that corruption “will not only create static countries. It will even create significant deterioration in countries.”

Marzuki said corruption was an extraordinary crime that could damage national country. “We expect nations to no longer protect corrupt officials who have run away from their own countries,” he said.

He urged countries providing asylums to exiled foreign corrupt officials to deport them to their countries of origin.

Marzuki spoke on behalf of 41 lawmakers and 16 observers from Indonesia. He said every country had to increase efforts to eradicate corruption to bring prosperity to their own people.

He emphasized good governance on public information access as a means of combating institutionalized corruption. This way, he added, those fighting corruption would not be marginalized.

The head of the Indonesian parliamentary delegation, Sidarto Danusubroto, told the assembly the countries needed concrete action to fight corruption.

“This assembly has to set a common strategy to be implemented in our respective countries,” he said. “Concrete action is the greatest challenge in combating corruption.”

In other APA developments, delegates from five Asian countries proposed the establishment of the Women"s Asia Parliamentary Assembly.

Nurhayati Ali Assegaf, an Indonesian delegate, said of the 26 member countries attending the assembly, only five had women delegates.

She said these countries were Bangladesh, Cambodia, Singapore, South Korea and Indonesia. “We are lobbying other delegates to approve this proposal on Thursday,” she said on the sidelines of the session.

She said the women"s assembly had to be formed because the number of women was increasing in parliaments in many countries.

“This formation is aimed at achieving gender equality in parliaments in many countries,” she added. The assembly has also been working towards a resolution for Palestine.

Marzuki said the assembly would approve the resolution, which said Israel had committed human rights abuses and war crimes.

The Philippine government and Muslim separatist rebels hope to reach a peace deal by April next year, a Malaysian facilitator has said.

Malaysia is brokering talks between the Philippine government and the Moro Islamic Liberation Front, or Milf.

Earlier talks to end the group's decades-long insurgency in the south of the country collapsed 16 months ago.

At least 100,000 people have been killed in the conflict and two million people forced into refugee camps.

"We have agreed to begin negotiations on a comprehensive compact," said the Malaysian official brokering the talks, Othman Abdul Razak.

"We hope to sign probably by the end of the first quarter of next year, by March or early April."

He said the two sides had agreed to revive an International Monitoring Team (IMT) of ceasefire observers and an ad hoc joint action group which would try to isolate Muslim militants from criminal groups in rebel-controlled areas.

Land conflict

The two bodies pulled out more than a year ago after violence escalated in Muslim areas in the south following a Supreme Court ruling that stopped a deal between Manila and the Milf that expanded an autonomous Muslim region.

The deal seeks to put an end to a conflict that goes back decades

Non-Muslims in the region objected that the deal posed a threat to their land ownership.

Analysts note that although it is often described in religious terms - pitting Muslims against a Catholic-dominant majority - the conflict has been focused on ownership of resource-rich land.

More than 1,000 people were killed and nearly 750,000 people were displaced by fighting between security forces and Muslim rebels from August 2008 until July this year.

CHINA has become Australia's biggest source of migrants, for the first time eclipsing the traditional main points of origin, New Zealand and Britain.

The latest migration figures show a record 6350 settlers arrived from mainland China in the four months to October, more than the 5800 who arrived from Britain and the 4740 who came from New Zealand.

The new Chinese ascendancy owes more to a collapse in migration from the traditional sources than it does to the 15 per cent annual growth in migration from China. The number of migrants from Britain is down 28 per cent over the year and the number from New Zealand is down 47 per cent.

An Adelaide University demographer, Graeme Hugo, said the global financial crisis had hit migration from traditional sources in ways that hadn't much affected China.

In March the Government sliced 18,500 off the skilled migration program for 2009-10, disproportionately hitting Britain for which skilled migrants account for eight out of 10 flights booked. Chinese migration, dominated by family reunions, suffered less.

Professor Hugo said New Zealand migration collapsed as people decided to hang on to their jobs. ''Just as someone from Adelaide is likely to try to hang on to their job in the global financial crisis rather than move to Sydney or Melbourne to take their chance at a time of tightening employment, I think that would be the case in Auckland as well,'' he said.

''It's an immediate response. New Zealanders don't need to apply to immigrate. There's no pipeline - that's why the response is so big.''

Figures for short-term arrivals, also released yesterday, show a change in where visitors are choosing to stay. NSW, traditionally the most popular state, received 6 per cent fewer visitors over the past year. Victoria and Western Australia received 9 and 15 per cent more visitors respectively.

At the same time the high dollar and the continuing effect of bonus payments sent a record 570,200 Australians overseas on holiday in October, meaning that for at least some of the month one in every 40 Australians was out of the country.

Departures climbed 20 per cent in October, swamping a 7 per cent recovery in arrivals.

NZ remained the most popular destination with travel to Indonesia and the US up 51 and 47 per cent on the previous year. Travel to Malaysia jumped 50 per cent, travel to the Philippines 40 per cent, and travel to Fiji 24 per cent.

The executive director of the Tourism and Transport Forum, Brett Gale, said the boom came at a cost to the local tourist industry.

''Over the past year departures have outnumbered arrivals by almost 600,000,'' he said.

''On the one hand, it's hurting domestic tourism, but more optimistically, there's an opportunity because it has made so many new airline seats available to bring overseas visitors into Australia.''

Jakarta (ANTARA News) - The government intends to renegotiate the implementation of the Free Trade Area in the Asean region and between Asean and China which would start on January 1, 2010, Hatta Radjasa said.

The coordinating minister for the economy said after a cabinet meeting here on Friday that it was still being studied if there were possibilities to postpone the implementation of the agreement.

"Indeed there are possibilities for us to think of to discuss the matter. The question is there a possibility for its postponement," he said.

Hatta said Indonesia did not intend to not adhere to the agreement but "we must see if there are possibilities for us to conduct preparations at home."

He said he had assigned the industry minister, MS Hidayat, and officials of the trade ministry to find possibilities for renegotiating the agreement.

"They are still discussing it. They will later report to me. I am optimistic so long as the possibilities are there we will do what we can for the sake of common interests particularly our industries," he said.

Several industrial sectors in the country have complained about the planned implementation of the free trade agreement between members of the Association of Southeast Asian Nations (Asean) and China on January 1, 2010 because they thought Indonesia was not yet ready for competing with goods from China.

Several associations have asked the government to conduct renegotiations so that the planned imposition of free tariff agreement on several commodities considered not ready could be postponed.
